Some of the Council's partner organizations have noted that the area near the Décarie Expressway presents particular challenges and has unmet needs. In response, the Council decided to explore the conditions in this part of the neighborhood, named the Décarie sector, to better understand the situation and explore targeted actions.

The Décarie sector is located along the western edge of Notre-Dame-de-Grâce and is centered around the Décarie Expressway. The Décarie Expressway is a major north-south highway that runs through the borough of Côte-des-Neiges–Notre-Dame-de-Grâce, as well as the Towns of Mount-Royal and Côte Saint-Luc and the Borough of Saint-Laurent. For the purpose of this report, the boundaries of the sector were selected based on two key criteria. First, all areas fall within 150 meters of the Décarie Expressway, a distance recognized in public health research as a zone of heightened exposure to pollution and noise. Second, the sector includes census tracts and blocks directly adjacent to the expressway, which allows for consistent demographic and data analysis. A map of the Décarie sector, as defined for this project, is included to the right, outlining the boundaries used for data collection and analysis throughout the report.
